The objective of this research was to develop procedures for implementing ramp-management strategies at freeway sections that regularly experience breakdown and operate under congested conditions. These procedures can assist agencies in improving freeway ramp metering system performance by delaying or preventing freeway-flow breakdown, and by increasing throughput. This project first developed a process for obtaining breakdown probability models for existing critical ramps. Field data were collected at six freeway corridors around the US, and breakdown probability models were developed for these using the proposed process. Next, specific enhancements to existing ramp metering algorithms were developed to incorporate probability of breakdown models. These proposed enhancements were developed for five existing ramp metering algorithms. The enhancements for two of these ramp metering algorithms (COMPASS and Stratified Zone Metering) were evaluated using simulation. It was concluded that incorporating the probability of breakdown concept into an existing ramp metering algorithm seems to be a promising method for reducing the time of congestion. When applying the proposed enhancements, breakdown probability models should be developed for all critical ramps within a freeway system. The type of the breakdown probability model to be developed in each case is dictated by the ramp metering algorithm as well as the detector location and data availability. Σύντομο Βιογραφικό ============= Dr. Elefteriadou is the Director of the Transportation Research Center (TRC), and a Professor of Civil Engineering at the University of Florida. Her research focus is traffic operations, traffic flow theory and simulation. She has approximately 20 years of experience as a transportation researcher and practitioner and has successfully directed a variety of research projects. Dr. Elefteriadou received the Transportation Research Board’s Fred Burggraff award for excellence in research in January 2001, and a Fulbright Scholarship to perform research at the Technical University of Delft, Netherlands, September- December 2001. She also received the 2003 PSES Outstanding Research Award from the College of Engineering at Penn State and the Kisinger Campo & Associates Corp. Term Professorship Award from the University of Florida in September 2005. Dr. Elefteriadou has served as the principal investigator for various federal and state projects, funded by the National Cooperative Highway Research Program (NCHRP), the National Science Foundation (NSF), the Federal Highway Administration, PennDOT, and FDOT. She is currently the principal investigator of the US DOT-funded “Center for Congestion Mitigation Strategies”, a Tier 1 University Transportation Center. She has authored or co-authored more than eighty publications and reports related to traffic operational quality and highway design. She is the Chair of the Transportation Research Board’s Highway Capacity and Quality of Service Committee and serves on the Editorial Board of the Transportation Research: Part B, and. Dr. Elefteriadou received her Graduate Diploma in Surveying and Environmental Engineering, (five year program) from Aristotle University of Thessaloniki, Greece, in June 1987. She received her M.S. degree in Civil Engineering from Auburn University, Auburn, Alabama, in June 1990, and her Ph.D. in Transportation Planning and Engineering from Polytechnic University, Brooklyn (renamed now the Polytechnic Institute of NYU), New York, in June 1994.
