Scope
Part 9 sets out the basic considerations for design and specification of all phases of repair works
from first inspection through to maintenance after repair has been carried out; with matters
relating to site execution being covered in Part 10. Part 9 seeks to set out a general methodology
for the whole repair process; the requirements are set out in very general terms and there are few
topics which are covered in any detail. The standard covers repair and protection works which
employ products and systems complying with other Parts of EN 1504 or which comply with any
other relevant EN or European Technical Approval, and are CE marked to indicate compliance.
It covers general problems commonly encountered in concrete repair including construction
defects such as low cover. There are a number of exclusions from the scope including, for
example, fire-damaged structures. Fire damage can result in reduction in strength of both
concrete and reinforcement, and assessment and repair of fire-damaged structures is considered
to require specialised knowledge, although the general principles of the standard can be applied.
Minimum Requirements of Protection and Repair
This clause includes requirements for safety considerations and assessment of defects and their
causes, and any possible structural implications. The safety clauses require risks to health and
safety, from causes such as falling debris, to be assessed and appropriate actions to be specified
dealing with any identified events, which could arise either before or during the repair work.
Part 9 does not attempt to provide a detailed assessment methodology. This is beyond the scope
of the standard, and is something to which a competent engineer should have access. What is
required is that an assessment is carried out and that it should be valid at the time when the key
decisions about objectives and repair works are made. This is particularly important for a standard
which, by definition, has to deal with structures in less than ideal states of repair.
The assessment clause lists potential problems to be considered during the design process.
Some of these require careful thought. For example, assessment of the present condition
includes “non-visible and potential defects” and gives rise to the question of how far it is
necessary to go in uncovering hidden or latent defects or in investigating existing defects which
will manifest themselves in the future. The assessment should also include the original design
approach, condition during construction and the history of the concrete structure, as well as the
clients current requirements and aspects of whole life costing. In many cases, some or all of this
information will not be available, and the assessor will have to indicate that the assessment is
based on incomplete information.
Finally, the approximate extent and likely rate of increase of defects are to be assessed, including
latent damage, leading to an estimate of when the member or structure will reach the end of its
service life if no protection or repair measures were applied.
Objectives of Protection and Repair
Once the problem is clearly defined and the extent of the damage is known, then the client and
his advisors can engage in an informed discussion of the possible options for repair and the
potential costs and appropriate timescales. Clause 5.2 identifies six options which should be
considered, although in some cases the consideration will be a quick check that an option, for
example demolition, will not be acceptable to the client. The six options available are:
- do nothing for a specified time;
- re-analyse structural capacity; prevention or reduction of further deterioration; improvement, strengthening or refurbishment of all or part of the structure;
- replacement of all or part of the structure;
- demolition, complete or partial.
The standard cannot identify the role of the structure within the client’s own strategy or business,
or external constraints such as planning rules, environmental limits on construction works or conflicts between the client's business processes and certain repair options. Nor can the standard
identify the value of the building to the client. The standard cannot give definitive guidance on the
durability of the various options. For example, for a building soon to be redeveloped, a repair
option which will only last a few years may be acceptable. Alternatively, for a structure which has
to be evacuated during repair, further repair is unlikely to be acceptable for many years.
Clause 5 seeks to identify the various factors likely to influence the choice of repair and protection
solution. Of the six broad approaches available, two or more may be relevant to a particular case.
The choice of option will not always be a technical choice, but balances technical, financial and
business factors. Part 9 seeks to provide a framework for these to be given due consideration
and for the client or his representatives to be given the opportunity to make an informed choice of
solution and cost to meet his business needs.
For the “repair” options several different principles and methods may be adopted (e.g. restoring
passivity by break out and repair, or cathodic protection). Whole-life cost estimates are one of the
bases on which the choice of repair options is to be made. Whole life costing looks at the value
over a period of years, rather than choosing repair options based solely on short term costs.
Basis for the Choice of products and systems
Clause 6 sets out the principles and methods of protection and repair which can be adopted. The
principles and methods are divided into two groups; the first deals with defects in the concrete as
a material and the second with reinforcement corrosion related defects. The principles and
methods are presented in tabular form, with examples of methods complying with the principle
illustrated. Examples of the information contained in this section are given in Table 4.
Properties of Products & Systems Complying with the Principles of Protection & Repair.
This clause gives guidance on the properties of the materials to be used once the repair principle
and method have been established. The properties which have to be considered are presented in
tabular form in the informative annex. This annex indicates properties to be considered;
appropriate acceptance values will be given in the mandatory parts of the standard.
Maintenance Following Completion of Protection and Repair
There are two straightforward requirements:
- A record of the repair work is to be provided and/or maintained;
- instructions for inspection and maintenance of the repaired structure during its remaining design life are to be provided.
In view of the passive form being used in the standards, the requirements leave open questions
as to who provides the information and to whom. These requirements should, however, assist the
client in making decisions about future maintenance and repair. These requirements also meet
existing CDM requirements.
Health, Safety and the Environment
This section specifies that repair work and the materials employed in its execution must comply
with relevant health and safety, environmental protection and fire regulations. In the case of the
materials, compliance has to be achieved during their preparation and application and also during
their period of service in the structure.
